It’s perfectly clear that in George My Patronus is a baby Yoda shirt Lucas’ mind, neither Jango nor Boba Fett were Mandalorians. Prior to the Disney acquisition, this was the canon, as it came from George (and was thus G canon, the highest level of canonicity in the pre-Disney scheme). Post-Disney, there are no levels of canon, and George’s word doesn’t necessarily define the franchise. Unless it does. Lucasfilm clearly remains highly deferential to George’s works: you aren’t going to see them re-defining who the Chosen One is any time soon, or contradicting the existence of Midichlorians, or anything like that.

They are, however, apparently My Patronus is a baby Yoda shirt open to a certain amount of gradual redirection in certain areas, and the Mandalorians are one of them. In George’s mind, the Mandalorians used to be a warrior culture that had a war with the Jedi but is now a peace-loving people who have put their warrior past behind them, except for a few whacko holdouts. Thus, when we get this scene. Following KOTOR but prior to The Clone Wars, the C canon on Mandalorians was revised. They were still a “warrior society,” but in a more realistic way. See Lindybeige’s thoughts below on what a “warrior society” really means; I think he makes the point well.
