Due to the machinations of the Sith, this transfer of responsibility never happened. Yaddle disappeared. In the old continuity, she is killed. In the new continuity, it’s never revealed what happened. This left Yoda alone to maintain the balance, which is why Palpatine was able to move.

Now, I’ve had this theory in my head Baby Yoda Cocain let it snow shirt, sweater for a while now. The appearance of the Child makes some of the specifics a bit muddier. But one piece of information about the Child makes it seem more likely, at least in my eyes, that my “Yoda’s species represents the manifestation of the Light Side of the force. So…I’m sure others will poke some holes in my theory. I’m not saying it’s airtight whatsoever. Yoda’s species could just be a very rare and isolated race that happens to be incredibly long-lived and naturally force sensitive. But considering how much Filoni liked playing with the nature and origins of the force in Rebels and the Clone Wars, I doubt it’s going to be a simple answer.
